Los Angeles-- City Attorney Mike Feuer and City Controller Ron Galperin joined together today asserting the Controller’s authority to audit two nonprofit trusts funded by the Los Angeles Department and Water and Power ratepayers. “The City Charter entitles the Controller the right to audit the JTI and JSI, which are funded by public dollars,” said City Attorney Mike Feuer. “I will do everything in my power to assure the Controller obtains the information he needs to conduct a thorough audit that promotes the transparency our ratepayers deserve."
A recent opinion by the City Attorney clearly articulates the Controller’s authority as the auditor of the City, as the Controller is “charged with the safekeeping or disbursement of public money.” The opinion strongly and clearly supports the Controller’s right to audit the trusts.
“As a matter of principle, no entity that refuses public disclosure should receive a dime of the public’s money,” said City Controller Ron Galperin. “We are moving forward with the audit to ensure that ratepayer dollars are protected.”
The City Attorney’s opinion and the Controller’s Letter to the Trustees of the IBEW-DWP Joint Safety Institute and the IBEW-DWP Joint Training Institute are attached.
