City Attorney Mike Feuer Continues to Take South L.A. Neighborhood Back from Gangs; Gang-Controlled Narcotics Den and Illegal Medical Marijuana Dispensary Are Latest Targets

LOS ANGELES – City Attorney Mike Feuer today announced his office has filed a narcotics-related nuisance abatement lawsuit against the owner of a South Los Angeles apartment building, as well as a lawsuit against a nearby medical marijuana dispensary. The apartment building is alleged to be a hub for narcotics activity and a stronghold of the Be Bopp Bloods criminal street gang. The property is within very close proximity to two duplexes and an apartment complex currently subject to a City Attorney gang abatement action.

 

“This lawsuit is another step in our sustained effort to take back our neighborhoods from gangs,” said Feuer. “Our families deserve to live in communities free from drugs, guns and violence.”

 

The City Attorney filed the narcotics abatement lawsuit against Minthorne Edward Pole, the owner of the five-unit apartment building located at 9246 South Central Avenue. The property is located within 1,000 feet of a kindergarten, a child and youth development center and four places of worship.

 

The apartment building is alleged to be a hotbed for gang activity as well as a location for the prolific sale of cocaine, marijuana, PCP and other narcotics. Law enforcement has documented 15 narcotics-related arrests connected to the property.  Just in the past year, there have been three search warrants executed at the property due to alleged narcotics sales. LAPD officers have also responded to the property on numerous occasions for shootings, robberies, assaults and firearm investigations.  

 

The lawsuit seeks an injunction prohibiting gang and criminal activity on the property, physical and managerial improvements to the property including: an internet-connected video monitoring system; improved lighting; secure gating and fencing; improved tenant screening and lease enforcement procedures; and armed, licensed security guards. 

 

The apartment building is alleged to be part of a chain of neighboring properties that serve as hotbeds for Be Bopp criminal gang activity. The City Attorney has filed similar nuisance abatement actions in the neighborhood, including the pursuit of a November, 2015, injunction against a 36-unit apartment complex located at 9310 South Central Avenue:

In conjunction with the nuisance abatement filing, City Attorney Feuer has filed a civil enforcement action against Toke Central in LA, a medical marijuana dispensary located at 9221 South Central Avenue, as well as the property owners. The property has recently been the site of at least two medical marijuana businesses in violation of voter-approved Proposition D. The lawsuit seeks an injunction prohibiting any operation of a medical marijuana business on the property or the facilitation of narcotics activity linked to the neighborhood.   

 

Since July, 2013, City Attorney Feuer’s Federal and Local Special Abatement Operations Unit has filed 38 actions similar to this one and obtained 56 injunctions requiring comprehensive physical and managerial improvements to nuisance properties. In this same time period, the office has also successfully secured the closure of five gang/narcotics locations and recovered over $250,000 in costs and fees. 

 

Feuer also recently established an easy-to-use online method through which residents may report properties with gang and/or narcotics activity in their neighborhoods.  He's asking residents to report these properties by calling his office at (213) 978-8340 or visiting the City Attorney’s website.
