City Attorney Mike Feuer Charges Herbalist with Child Endangerment Causing Death; Unlicensed Medical Treatment Allegedly Contributed to Death of 13-Year Old Diabetic Boy

LOS ANGELES – City Attorney Mike Feuer today announced that his office has filed criminal charges against an herbalist for child endangerment and practicing medicine without a license which allegedly contributed to the death of a 13-year-old diabetic boy in Harbor Gateway.

"The allegations in this case underscore the serious health and safety risks of taking medical advice from someone who lacks a license and the proper training that goes with it," said Feuer. "No family should have to suffer the tragedy of losing a child because of irresponsible, un-credentialed medical advice."

 

Timothy Morrow was charged with one count of practicing medicine without a license and one count of child abuse causing death. If convicted, Morrow could face up to two years in jail and a $10,000 fine.

 

During 2014, Morrow allegedly began to treat the 13-year-old victim for his diabetes by prescribing herbs in lieu of the insulin the victim’s pediatrician had prescribed. In August, 2014, Morrow allegedly came to the family’s Harbor Gateway home to treat the 13-year-old victim after he became sick and semi-comatose due to complications from his Type-1 diabetes. Shortly before the victim died, Morrow allegedly told the victim’s parents not to give him insulin but instead to administer the herbal oils that he was selling. The victim suffered a cardiac arrest and died the next day as a result of complications from his diabetes. The medical examiner determined the victim would have lived had he received proper medical treatment.

 

The victim’s mother had previously met Morrow when she attended several of his seminars about herbs.   

  

Arraignment for Morrow is scheduled for March 27, 2018, in Department 48 of the Los Angeles County Criminal Justice Center.

This case is being prosecuted by Deputy City Attorney Heidi Matz and investigated by the LAPD Harbor Division Homicide Detectives Unit.
