City Attorney Mike Feuer today announced that his office has filed multiple criminal charges against a Botox and skin care clinic owner for allegedly illegally impersonating a nurse, practicing nursing without a license, and using a falsified state license.
"Practicing nursing without a license and proper training, as we allege here, could put patients at serious risk," said Feuer. "My office will continue to protect the public and hold accountable those whom we allege operate outside the law, potentially jeopardizing the health and safety of L.A. residents."
Bok Soon “Linda” Choi, 57, was charged with one count of practicing nursing without a license, one count of impersonating a nurse, and one count of falsifying a state license. If convicted, Choi could face up to three years in jail and a $10,000 fine.
In 2017, the Board of Registered Nursing received an anonymous complaint that nurses were performing laser, ultrasound, and other invasive procedures without physician supervision at Soho Skin Care, 300 South Hobart Boulevard, Los Angeles. Investigators from the California Department of Consumer Affairs conducted an undercover operation, with an investigator posing as a potential patient seeking Botox and skin filler treatments. Choi allegedly identified herself as the owner of the clinic and a registered nurse with 30 years’ experience; state investigators stopped her just as she was about to inject Botox into an investigator’s face and lips. Choi allegedly does not have a California nurse’s license.
Under California law, physicians may inject Botox, or they may direct registered nurses or physician assistants to perform the injection under their supervision. No unlicensed persons, such as medical assistants, may inject Botox.
Arraignment for Choi is scheduled for August 29, 2018 in Department 48 of the Los Angeles County Criminal Justice Center.
The case is being prosecuted by the Consumer and Workplace Protection Unit of the Los Angeles City Attorney’s Office and investigated by the California Department of Consumer Affairs.
